A new housing initiative, the Renewing Opportunity in the American Dream to Housing Act of 2025, known as the ROAD to Housing Act, is drawing attention for its potential to expand America’s housing supply, particularly in small-scale and accessory dwelling units (ADUs). The Senate Banking, Housing and Urban Affairs Committee passed the bill on July 29, 2025, aiming to remove barriers that limit construction and affordability (Mayer Brown, 2025).
The ROAD to Housing Act would streamline zoning and land-use regulations, update financing programs, and offer grants to local governments that demonstrate measurable housing growth (Bipartisan Policy Center, 2025). The legislation also includes an “Innovation Fund” that could provide up to $10 million annually to cities that adopt policies enabling more housing development.
Additionally, the bill modernizes federal support for manufactured and modular housing, eliminates outdated restrictions, and expands access to financing that could benefit homeowners interested in building ADUs. The ROAD to Housing Act aims to tackle the broader housing shortage in the U.S. by reducing regulatory hurdles, expanding financing options, and incentivizing local governments to increase housing supply. However, analysts caution that the bill may expand federal influence over local zoning decisions, which some communities may resist (Reason, 2025). The ROAD to Housing Act represents a significant bipartisan effort to address the United States’ persistent housing shortage.
